NEPN/NSBA Code: JECBAA MSAD #37 POLICY ENROLLMENT OF FOREIGN EXCHANGE STUDENTS
A foreign exchange student is a 14 to 18-year old youth from a foreign country in the United States under the sponsorship of an organized and registered, not-for-profit program for the purpose of experiencing the American way of life. Only students sponsored by agencies listed in the Advisory List of International Educational Travel and Exchange Programs of the Council on Standards for International Travel will be accepted. A. Narraguagus High School will accept two (2) foreign exchange students per year, and these students will not be from the same country. They are expected to stay for the entire school year. B. Exchange students will be enrolled in appropriate grades and classes as determined by the Principal and Guidance Director. They will enroll in an English class and a U.S. History Class. Further, they must carry a class load similar to our own high school students. C. Exchange students will be mainstreamed into current course offerings, and tutoring will not be provided. D. MSAD #37 will provide no financial assistance or benefits to foreign exchange students. This includes all school fees and other expenses; however, if eligibility requirements are met, school lunches may be provided free or at a reduced cost. E. If the exchange student participates in graduation, he/she will receive an honorary diploma from Narraguagus High School. F. An English-proficiency test must be provided as evidence that enrolling foreign exchange students have adequate verbal and written English-language proficiency to achieve effectively in SAD #37. G. If an organization places a student who is later assessed as deficient in English Language Proficiency, as deemed by the district, the organization will do one of the following: 1. Terminate the student's placement. 2. Provide, and pay for, tutorial assistance until the student reaches proficiency, as determined by the district. H. The foreign student must agree to abide by all Board policies and administrative rules that affect all students enrolled at Narraguagus High School. If the student chooses to be involved with interscholastic sports, he/she must adhere to the following: NHS eligibility regulations and the rules of the DAC and the MSSPA. I. It should be understood that the student also agrees to share his/her cultural background with our elementary school students enrolled in the five District elementary schools. This commitment could be carried out in a number of different ways. One would be to visit the social studies class in the elementary schools to make a presentation, and have a question and answer period. J. The Principal should formally accept the foreign exchange student(s) no later than June 30 of the year the student will be in attendance. The Principal may, in specific cases, grant exceptions and accept the student(s) at a later date. All necessary application papers, medical records, appropriate visa materials, verification of health and accident insurance coverage, and transcripts translated into English must be available at that time. A personal interview involving the Principal, the local representative, and the foreign exchange student is required prior to final admittance by the MSAD #37 Board of Directors.
